We do this by bringing together a diverse community of people with a shared passion for the future of mobility to co-create, develop and refine innovative products and services. Our team designs and develops the products required to operate Woven City's test course for future mobility. We build these operations products from scratch, and today our scope spans logistics, traffic safety, city-wide KPI dashboards and insurance workflows. As new operational needs emerge from the city, our scope continues to expand, and we treat each new requirement as an opportunity to redesign how the city should run.
We tackle smart-city operations challenges with technology. Working closely with the teams that build Woven City's core technologies - including computer vision, LLMs, smart home, robotics, digital twins, guide mobility (autonomous driving) and traffic infrastructure - we turn these technologies into practical products that city operators can rely on every day.
Through these products, we continuously update how this "ever-evolving city" operates, using technology to reinvent the way the city moves and makes decisions in response to new challenges.

WHO ARE WE LOOKING FOR?
We are looking for an experienced Program Manager who can lead from-scratch development of operations products that power Woven City's test course. You will own a portfolio of complex, multi-disciplinary projects across the full product lifecycle. You will work with stakeholders to define requirements, set high-level schedules and milestones, identify and manage risks, and lead the team to design and develop operations products that support day-to-day city operations. You will coordinate closely with cross-functional partners both inside and outside the company, applying agile methods and best practices to maximize delivery velocity and meet the needs of our operators and users.
RESPONSIBILITIES
- Lead the end-to-end development of operations products for the Woven City test course, from high-level plans through launch and iteration
- Drive KPI and data visualization products for city operations by defining the key metrics with stakeholders, growing dashboards that support leadership's data-driven decision making
- Act as a bridge between business and technical teams across Woven City, aligning roadmaps and integrating their platforms and services into our operations products
- Turn operational problems into clear product requirements, and partner with engineering managers to design solutions, prioritize work, and remove blockers so the team can move quickly
- Work closely with business teams to uncover new opportunities and feed them into the product roadmap, expanding the scope and impact of our products over time
MINIMUM QUALIFICATIONS
- 8+ years of experience as a Program or Product Manager leading software or data product development projects
- Experience leading products across the full lifecycle, including ideation, requirements definition, design, development, launch, operation, and continuous improvement
- Proven experience leading cross-functional projects involving business, operations, and engineering stakeholders
- Fundamental technical understanding of web / cloud-based software systems (e.g., system architecture, APIs, data flows, basic data structures) and experience using that knowledge to drive projects
- Business-level proficiency in both Japanese and English, including facilitating meetings, creating documentation, and presenting
NICE TO HAVES
- Product or project management experience in domains with real-world operations, such as smart cities, mobility, logistics, or IoT
- Experience designing metrics and dashboards using BI / visualization tools (e.g., Looker, Tableau, Power BI)
- Experience collaborating with data analytics or data engineering teams to define and improve data pipelines and KPI definitions
- Experience working on development projects for systems or data platforms running on cloud environments such as GCP or AWS
- Experience leading from-scratch product launches or major redesigns of existing products
- Experience driving alignment and consensus among stakeholders with diverse backgrounds
- Experience delivering projects in environments with high levels of change and ambiguity, including re-prioritizing work as situations evolve
